Project Delivers Revitalized Civic Space to Support Future Growth and Community Engagement

ORANGEBURG, S.C. – Mashburn Construction is proud to announce the successful completion of the new City Hall for the City of Orangeburg, marked by a ribbon cutting ceremony on Wednesday, August 6 at 10AM. The 17,000 sq ft facility—located at 1099 Russell Street—represents a significant investment in modernizing city services while honoring the legacy of downtown Orangeburg.

The new City Hall consolidates vital municipal departments under one roof and introduces a more efficient, accessible, and forward-looking space for both staff and residents. The adaptive reuse project transformed an existing downtown structure into a functional civic hub—demonstrating Orangeburg’s commitment to progress while preserving its historic character.

“We are excited to open the doors to our new City Hall, which represents the city’s continued growth, commitment to public service, and dedication to providing a modern, accessible space for residents and businesses alike. We will better serve our community by streamlining municipal operations and promoting a welcoming environment,” said Mayor Michael C. Butler. “City Hall is not just a building; it is a testament to our ongoing investment in the future of Orangeburg and the people who make this community great.”

Key features of the project include energy-efficient design elements, expanded public service areas, enhanced meeting spaces, and upgrades to accessibility—all tailored to improve delivery of essential government services and increase community engagement.

The previous City Hall, located within the historic Stevenson Auditorium, served the city since 1927 and spanned just 6,000 sq ft. That space will continue to be renovated and preserved as a cultural venue, offering seating for up to 588 guests.
